Noida is taking a significant step towards strengthening its position as a technology and business destination, with the authority approving a framework for selecting a master developer for the proposed AI City-cum-Business Park. The ambitious project will focus on artificial intelligence, IT services, Global Capability Centres (GCCs) and research activities. With at least 50% of the built-up space earmarked for knowledge-based activities, the development could attract technology companies, global investors and skilled professionals while creating fresh opportunities for the region’s commercial real estate market.
NOIDA : Noida is preparing for a new phase of technology-led urban and commercial development, with the Noida Authority moving forward on its proposed AI City-cum-Business Park initiative. The authority has reportedly granted in-principle approval to the framework for selecting a master developer for the proposed development.According to a report published by The Indian Express on October 29, 2026, the decision was taken during the authority’s 224th board meeting. The proposed project is designed to position Noida as a more prominent destination for artificial intelligence, technology services, research and Global Capability Centres.
A Dedicated Ecosystem for Technology Companies
The proposed AI City is expected to accommodate a range of technology-oriented activities.
These include:
- Artificial intelligence and emerging technology companies.
- IT and IT-enabled services.
- Global Capability Centres.
- Research and innovation facilities.
- Start-up and entrepreneurial ecosystems.
- Skill development and technology education.
At least 50% of the built-up area is proposed to be reserved for IT and knowledge-based services. This requirement is intended to ensure that the development retains its core technology and business orientation rather than becoming a conventional commercial real estate project.
Private Sector Participation Through DBFOT
The project is proposed under the Uttar Pradesh Private Business Park Development Scheme, 2025.The development model is based on Design, Build, Finance, Operate and Transfer (DBFOT).Under this arrangement, the selected private developer would undertake responsibilities relating to project design, construction, financing and operations. The land would continue to remain under the ownership of the Noida Authority. The reported concession period is 45 years, with a possible extension of another 45 years, subject to the applicable terms. The developer is expected to be selected through a competitive electronic bidding process. This model is designed to attract private investment while retaining public-sector oversight of the underlying land.
Noida and Greater Noida Strengthen Technology Ambitions
The proposed AI City comes amid a wider push to develop technology-oriented infrastructure across the Noida-Greater Noida region. The Uttar Pradesh Cabinet has also approved a Robotics and Artificial Intelligence Park in Greater Noida.Additionally, a proposal for developing a Global Capability Centre hub and Grade-A office infrastructure in Sector 147, Noida, has been reported as receiving board-level approval.Together, these initiatives could strengthen the region’s position as a destination for technology companies and multinational businesses.
Implications for Commercial Real Estate
The development of an AI-focused business ecosystem could generate demand for modern office space, research facilities and supporting commercial infrastructure. It could also create secondary demand for residential properties, retail establishments, hotels, serviced apartments and other urban services. For commercial property developers, the project offers a potential opportunity to participate in a specialised business district. however, the actual value will depend on the project’s implementation, tenant demand, infrastructure readiness and the quality of the selected developer.
What Happens Next?
The current approval relates to the master developer selection framework and should not be confused with the completion of the project or the final allotment of commercial space. The next important milestones will include the detailed bidding process, developer selection, contractual arrangements and implementation approvals. The project will need to attract credible businesses and long-term occupiers to establish itself as a viable technology hub.
PropertySansar Perspective
Noida’s AI City initiative could become an important part of the city’s next commercial real estate growth cycle. If implemented effectively, it may help diversify Noida’s business ecosystem beyond conventional IT parks and office developments. The real opportunity lies in building a complete technology ecosystem where infrastructure, research, talent, business services and commercial real estate grow together.
